Procurement after February 28 prohibited in all the government departments

Raipur, 16 February 2022/ Government Departments have been prohibited to make any purchase from the provisioned budget of year 2021-22 after 28 February, 2022. State Government’s Finance Department has issued detailed guidelines in the context to all the departments, Chairman Revenue Board, Bilaspur, all the Divisional Commissioners, all the Heads of Departments and all the Collectors. However, certain items have been exempted from this restriction. It has been clarified in the issued order that on or after February 28, 2022, purchase of any kind can only be made with the approval of Finance Department. Any relaxation in the above instructions will be provided only with the permission of Finance Department. In order to maintain the economic status of the state, standing instructions have been circulated regarding the procurement/purchases in various government departments. It has been noticed that often in the last months of the financial year, many departments purchase goods in haste, even when there is no requirement, only to utilize the budget, which unnecessarily blocks government’s money. This process is not in the interest of the government. It is noteworthy that the instructions regarding the restrictions on purchases after February 28, 2022 will not be applicable to the items identified by the state government.

The items on which this restriction will not apply are as follows –

This restriction will not apply to the goods required for the implementation of Central Regional Plan, Centrally Sponsored Scheme (out of the total amount including Centre’s share received and the proportionate share of the state), foreign aided project, grant received on the recommendation of Central Finance Commission, NABARD funded scheme and additional and special centrally aided projects.
Similarly, after assessing the stock situation under the ongoing projects of the construction departments (Public Works Department, Water Resources Department, Public Health Engineering Department, Rural Engineering Services and Forest Department), this restriction will not be imposed on the procurement of material required for the next one month.

Procurement of food, clothes, medicines and other relevant expenses in jails, hospitals operating under the government, and state employees insurance scheme and hostels-ashrams run by various departments, purchase and transport of food grains being supplied in Anganbadi centers for nutritious meal, purchase of country liquor from distilleries, purchases related to petrol, diesel and vehicle repair, bills of up to Rs. 5,000 for purchases related to stationery and other incidental purchases up to Rs. 5 thousand will also be exempted from the procurement ban.
The aforementioned restriction will not apply to Raj Bhavan Secretariat, Chhattisgarh Vidhan Sabha Secretariat, Chief Minister’s residence and Chief Minister’s Secretariate (Pantry), Hon’ble High Court and subordinate courts.
