Emphasis given on preparing error free voter list

The Chhattisgarh State Election Commission is preparing to fill up the general and bye election vacant posts of municipal and three-tier Panchayats. In this program, a plan for preparing the electoral roll has been released. In relation to the process of preparation of electoral rolls and online software, training was given by the officers of the Commission through video conferencing today. In which emphasis was laid on preparation of error free voter list.
It was informed in the training, that according to the amendments made in Chhattisgarh Municipality Election Rules of 1994 and Chhattisgarh Panchayat Election Rules of 1995, electoral rolls have to be prepared. In the past, during the claim objection after the initial publication of the electoral rolls, the names which did not appear in the updated electoral rolls of the Election Commission of India, Their applications were also taken for adding names, but now applications will be taken only from those who are eligible. In Form-A, applications will be taken from only such eligible persons whose name is there in the electoral roll of the Election Commission of India but their name has been missed in the initial publication and their name has appeared in the wrong ward. Form A-1 has been added after amendment in the election rules. In this process, applications will be taken from such persons whose names are not in the electoral roll of the Election Commission of India in the past, but their names have been included in the electoral roll of the Election Commission of India from the date of initial publication of claim objections to the last date of disposal of claim objections. Applications in Form A-1 can be submitted only to the Registration Officers or Assistant Registration Officers. Along with the application, documentary evidence regarding inclusion of name in the electoral roll of the Election Commission of India such as order of the registering officer or EPIC card will have to be submitted. The name of the applicant concerned can be entered only after entering the order key or EPIC number in the software in Format A-1. Before adding the name through this format, it will be the responsibility of the concerned registering officer to ensure that the name of the applicant concerned is registered in the electoral roll of the Election Commission of India. Applications for amendment of entries in Form B and deletion for various reasons can be submitted in Form C. During the training, guidelines were given regarding the necessary preparation for the electoral roll. The amendment made in the provision related to the electoral roll was targeted to give wide publicity. Instructions were also given to make the political parties aware of the amendment related provisions and to make the general public aware. Only Forms A, B and C will be taken at the polling stations by the authorized staff. The name will be added to the electoral roll of the State Election Commission only when the applicant concerned gets his name added to the electoral roll of the Election Commission of India within the stipulated time period. The officers of the districts were directed that while preparing the electoral rolls, special care should be taken while dividing the wards so that errors do not occur. The electoral roll is to be prepared only through the software prepared by the State Election Commission, for which well-trained data entry operators and necessary arrangements should be ensured adequately.
While determining the parts in the electoral roll, it should be ensured that no part has more voters than the prescribed criteria. Information about the applications received daily should also be made available to the Commission in the prescribed formats within the time limit. During the claim objection process, instructions were given to compulsorily follow the guidelines issued by the Central and State Governments for Covid-19. During the training, Deputy Secretary of the Commission Mr. Deepak Agarwal, Dr. Santosh Devangan, Mrs. Ankita Garg and Under Secretary Mr. Alok Kumar Srivastava, Mr. Pranay Verma and other officers were present.
